The Power of the State Compels You II

The Pasadena Pundit picks up on perhaps the most important aspect of Portantino’s speech, which I overlooked:
What representative Portantino did not tell you the public is what this would portend for Pasadena’s future and how by taking these funds land use planning in Pasadena may subtly shift to state control.
By accepting state funds the City is then obligated to renew its Housing Element under its General Plan. Such Housing Elements must provide for low and moderate income housing as quantified by the Southern California Association of Governments (SCAG). SCAG’s quota for Pasadena is 1,640 affordable housing units be built in Pasadena over the next seven years (by 2014).
Neither the State, City, private developers or nonprofits have anywhere near the over a half billion dollars it conservatively would take to build about 1,640 affordable housing units. That burden will be shifted to landowners and new apartment renters and condo buyers who will have their apartment rents or condo prices increased to subsidize new units for 1,640 households or about 4,920 persons, In other words, Pasadena may have to build an additional 9,293 overpriced new housing units to meet its mandate to build 1,640 units of affordable housing. That is about double the number of housing units built in Pasadena in the last five years during the real estate bubble.
How can the state compel you? If you accept their money. Or, of course, you could trust these people to do an awesome job (the FC Blog compels you to click on the link). Don’t forget the discussion of these issues taking place here.
