Monterey Park Police in Sierra Madre

An interesting comment seems to indicate Monterey Park Police are writing tickets in SM:
Anybody know why the Monterey Park police are in town writing tickets today? I saw them pull over three vehicles, two commercial and one SUV - is crime so bad in SM that we have to contract out?
I’d understand if Arcadia or Pasadena wanted to send a message to SMPD to stop patrolling in their area, but who/why invited Monterey Park?
What the heck?

Just called SMPD and was told that Monterey Park is in town because of the Pedestrian Decoy program that was conducted. Here’s the press release, it was discussed during last night’s City Council meeting, as well.
Sierra Madre Police Department Pedestrian Decoy Awareness Operation
The Sierra Madre Police Department will be conducting a pedestrian decoy awareness operation on Wednesday, May 14, 2008, beginning at 11:30 a.m. to 3:30 p.m. within the city of Sierra Madre.
The emphasis will be an education approach by law enforcement officers on the importance of stopping for pedestrians in a crosswalk.

why couldn’t they do it on a Saturday when the bike riders come to town?
